§ 11.2. — Creation of Special or Local Improvement Districts:

Special or local improvement districts created pursuant to this Article may be so created by:
(a)

Ordinance, subject however to protest by the owners of a majority of all property benefited and constituting a basis of assessment as the Council may determine; or,

(b)

On a petition by the owners of not less than fifty (50) per cent of the area to be assessed in the proposed district, provided that such majority shall include not less than fifty (50) per cent of the assessed valuation of the real property in the proposed district.
